License Plate Readers (LPRs)
License plate readers are computer-controlled, high-speed cameras that capture and convert license plate data including location, date and time. The data is then uploaded, along with a photograph of the vehicle, to a central database.
These high-tech devices allow people like those in law enforcement to compare plate numbers against those of stolen cars or to help identify those suspected of criminal activity. LPRs are also used by private agencies to assist them in repossession of vehicles, monitor parking in apartment complexes or to control access into private property.

Types of LPRs
LPRs can be divided into two categories: Stationary LPRs and Mobile LPRs.
What are Stationary LPRs?
Stationary LPRs are fixed cameras, installed on a traffic light, telephone pole, the exit or entrance to a facility or anywhere else one needs to track license plates. If multiple stationary LPRs are placed in the same area, the data stored over time can reveal details such as which direction a vehicle was heading, the speed at which they were travelling or every time a particular plate has passed by the area.
Stationary LPRs can be moved from place to place but are often used in combination with speed traps or assessing tolls on roads and bridges.
What are Mobile LPRs?
What Kind of Data do LPRs Collect?
LPRs collect license plate numbers and location data along with the date and time the license plate was seen. Some systems can even capture the make and model of a vehicle. Multiple LPRs allow for details such as the direction a vehicle was headed, their travel history, their overall driving patterns and can often predict where a driver may end up soon.
While LPRs don’t collect the drivers name themselves, agencies who use supplemental software of their own are often able to cross-reference the data from the LPRs with their internal database to connect an individual to a specific license plate.
Alongside capturing license plate data, LPRs can sometimes obtain photographs of the drivers themselves as well as their immediate surroundings.
